Both Gloria Arroyo and the Pope are Heads of State. They represent their countries. Gloria is also a devout Roman Catholic, and as such, when a devout Roman Catholic sees the Pope, she has to kiss his ring as a sign of obeisance (like during the past people had to bow before a king).
Now, protocol is violated in this case because this is an official visit and as such Gloria is there as a Head of State. She is representing our country. The protocol calls for her to shake the hands of the Pope.
